Peacekeeping and Peace Enforcement in Kosovo:
Practice of the UN, NATO and the OSCE

The paper focuses on international organizations as subjects of peace process. The four blocks of problems covered by the research include:

  • legal basis for activities of international organizations in conflict prevention, conflict management and conflict resolution;

  • legal and practical problems encountered by international organizations in the process of peacekeeping and peace enforcement;

  • effectiveness of international organizations carrying out these activities;

  • recommendations that can be made from the analysis

Analysis of the practice of three leading international organizations of different "profile" (namely, the UN, NATO and the OSCE) gives an opportunity to draw a mosaic of techniques employed in the field of peacekeeping and peace enforcement and enables to see the full picture of activities in conflict resolution. Thesis contains Kosovo case study as an example of dispute settlement methods.

I concentrate on the recent events (1999-2000):

  • NATO bombing of 1999, its consequences to international politics and international law, legitimacy and expediency in regard to internal conflict;

  • the UN and the OSCE Mission in Kosovo: successes and failures ;

  • NGOs activities;

  • comparison of effectiveness of international governmental organizations (like the UN and the OSCE) with that of NGOs;

  • recommendations as to the tools that should be applied for stabilization of the situation;

  • what organizations should be given "priority" in the process of rehabilitation (whether it is expedient to leave the task of stabilization to NGOs and what role should be assigned to local authorities).
