Abstract
UN in Kosova:
Administering Democracy?
My contribution examines the prospects for democracy in Kosova given the UN mandate to administer and build institutions of self-government in the territory. I will do this by examining the UN mandate and evaluating the UN mission_s performance thus far.
Iwill argue that without the resolution of a series of fundamental issues, the prospects for democracy in Kosova become bleak. These issues include determining the level of self-government, resolving the minority problem, initiating a process of political depolarization, and economic reform.
